I am from the US, so I don't have much insight to offer, but if it is just her and her mother wouldn't marriage be welcome as your family is in a higher position? Whose permission do you have to get in your family? Normally in cultures there are procedures and rules, I would ask your parents about their approval and work from there. Let the parents handle it.
